Say or ':

Typing say + your message allows you to speak to all awake players in your room.

Example: 
Katya, the delicate elf, types:  'Greetings, brave paladin!
Katya sees:  You say "Greetings, brave paladin!"
Others see:  Katya the delicate elf says "Greetings, brave paladin!"

Sayto or '>

Typing sayto + your message allows you to speak to an individual character (player or mob). The message will be seen by everyone in the current room, but it will appear as though you are addressing that person.

Example: 
Katya types:  '>Lans Greetings, brave paladin!
Katya sees:  You say to a tall half-elf "Greetings, brave paladin!"
Others see:  The delicate elf says to a tall half-elf "Greetings, brave paladin!"
Lans sees:  A delicate elf says to you "Greetings, brave paladin!"
